This scene was the most complex. I modeled a painted dozens of buildings and other assets, in order to have a huge kitbash set to build everything. We needed several versions of many assets, following the camera distance (coarse painting in the background, detailed in the foreground). I modeled more complex buildings that were placed near the camera. Some of the middle ground is made by neighborhoolds city blocks, modeled as a whole, to give a more coherent look, instead of a chaotic bunch of buildings. I also designed some small cars and flying vehicles.
